Good article on what happens when you start pricing garbage at a per-unit volume rather than a flat fee. Not really surprisingly, there is much more fudging (change in volume per bag, illegal dumping) then genuine behavioural changes.
Interestingly, at the end of the article they begin discussing DRS deposit refund systems and what not [...]

I am not sure how they define ‘income’, whether this includes dividends, stocks, bonds, etc., but just keep in mind that a flat tax on the top 1 [...]
